Who's name should be on the title.

I live in MA first of all. I bought an old 02' Honda Civic. Haven't done anything with the title yet. I need to be on my mom's insurance. Now the question is, should her name be on the title before she can add me on her insurance? She claims she has to be the one on the title first. Is this true? Thanks for any answers.
