Cut in turbo intake pipe

I'm not sure if that is the correct term, but there's a cut in this pipe. It's a short 45° pipe that attaches to the throttle body on one end, and the other end attaches to a pipe coming from the intercooler.I noticed it earlier and will get it replaced. I'm just curious as to what effect this cut will have on my car's performance? I can hear a slight whistling sound under high boost and from 3rd gear on the boost pressure fluctuates and it feels like my car is stuttering slightly.I presume this is due to the cut? via /r/cars http://ift.tt/2sSkZHz
