Bumper holes solution? (From front license plate)

There are a total of six holes in my front bumper that appear to be from the factory for a front mounted license plate. The car was originally from a state that required a front plate, whereas my state does not. I hate the look and am thinking about what to do about them. The most extreme option would be getting them filled and the whole bumper replaced I'm guessing? Some of them are about as big as a quarter, if not bigger.
