Body shop lied and took aftermarket parts


So I recently got reversed into in my local gym parking lot in my 2016 WRX. I got it covered by insurance as the lady who hit me admitted it. I took my car to a local body shop with great reviews and approved by AAA, plus they just repaired my rear bumper a month prior when someone hit me and did great.So fast forward to last Tuesday when I drop off the car. The modifications it had on the front end were JDM grill, aftermarket lip, and that's it. I told the guy doing the paperwork to throw the lip away since it cracked and I was going to buy a new one. He said ok, and kindly offered to install the new one if I could bring it in time. I also asked him to not drill license plate holes in the bumper (I live in California. So that is the need for the front plate). He stated it's fine and they won't drill. Either when I pick up the car i mount the license plate on a tow hook mount (which I ordered) or I can put it on the dashboard.So fast forward to yesterday I was working all day and rather than picking my car up Tuesday on my next day off, I asked my dad if he could go pick it up for me. Once I got home from work I noticed that they did drill the plate, the replaced my JDM grill with USDM (I still had my old one in the garage....), and they have specs of dirt under the clear coat that feel like pieces of sand. Personally I'm most concerned about taking my JDM grill and drilling. I clearly told them not to replace the grill for the 1cm scratch and they did anyway.Are they liable for any of these parts? Or to refinish?Edit 1: I forgot to add, when my dad picked it up he asked the same guy why the plate was mounted. The guy paused and thought for a couple seconds (my dad thinks this is the moment he realized he messed up). Then the guy said it's California law and that he HAD to drill. So he either lied to my dad or me on Tuesday.Edit 2: A friend had his bumper painted at the same shop two weeks prior, he told me the shop didn't drill his plate under request.
