I have a 2011 RAV4 and the radio is always static, what gives?

I replaced the antenna because someone told me my antenna may be broken, but no dice. Any idea what this could be?Even weirder, the static cuts out (not entirely, but noticeably) when my wiper blades are in motionAlso to clarify, I get 2 local stations, about 25% static though.
