What does a rebuilt title mean?

So im looking at buying a used car off craigslist with a rebuilt title. The owner says it was just in a small crash in the front of it. How significant does the damage have to be for it to be "rebuilt"? Also can a fender bender label a car with a rebuilt status? via /r/cars http://ift.tt/2sUwSOG
