Buying a car for the summer. How do I do this?

Hey everyone. I'm in California for the summer, and I'm tired of using BART and riding my bike so I'm gonna buy a car. How exactly do I do this? I don't understand much about titles and tags and that kind of thing, and I don't want to have to go thru smog and that stuff.
