Why aren't economy cars like Toyota able to have frame designs similar to expensive car companies (Bugatti)?

Are the frames what makes those cars expensive? Surely it can't be that expensive to just make a frame similar (in aesthetic appearance at least) to luxury brands but with economic wheels, engines and other stuff? via /r/cars http://ift.tt/2uLyltn
