What to know about "No negotiation" dealerships?


In my area we have these chains of Walser dealerships that give you "their best price" and it isn't left up to negotiation. One of their sales reps told me that because they're officially rated at "no negotiating" (that's how he worded it) that he couldn't throw in anything with the deal. Does this sound right?
