What should I do about this rust?

My wife's Rav4 has a pretty big rust bubble on the tailgate.http://ift.tt/2tPIouP there any way to fix it besides having the tailgate professionaly repainted?Is there anything I can do to slow/stop it from spreading? via /r/cars http://ift.tt/2th1XPD
