Sequential tail lights

Hey guys, I'm from a not so wealthy family and my brother just got his first car (hes 16) which is an old chevy cavalier 2003, he is really proud of that car, he wants to do a little something with it. I told him not to invest to much money on the car but I did think of a cool little treat I could do up for him.Is it possible to do sequential tail lights using a 12v time delay, similar to what the mustangs have? Or possibly have a sort of light bar that glows up the center peice like a charger?
